Most people on the Northern Beaches only find out a roof job needs council approval when a neighbour mentions it. Whether it does depends on where the house is and what the work changes: the roof form and material, the trees around it and, on bushfire prone land, how it is built. Here is what the Northern Beaches rules actually say.
Is my house in a heritage conservation area?
The Manly town centre and the Pittwater Road conservation areas are the main ones for roof work. The definitive check for any address is a Section 10.7 planning certificate, which also shows whether the land is mapped as bushfire prone.
What does council control on a heritage roof?
In those conservation areas, roof alterations must retain the original form and pitch and keep original cladding, including slate. Swapping slate or terracotta for profiled metal is a development application, not a like for like repair. Repairs that keep the same form and material are a different conversation from a change of material.
Is my block bushfire prone, and does that change the roof work?
It can be even if there are no trees on it. On the Northern Beaches Council map, Category 1 vegetation carries a 100 metre buffer and categories 2 and 3 carry 30 metres, so a property can be mapped simply because of the reserve next door. Work on mapped land can pull in AS 3959 requirements.
The Rural Fire Service also advises against box gutters and complicated roof shapes on bushfire prone land because they trap debris, and treats clearing litter from roofs, valleys and gutters before summer as part of protecting the house.
Can I cut back the trees over my roof?
Within limits. You can prune up to 10 per cent of a canopy a year without approval, but the eucalypts, angophoras and banksias that fill Northern Beaches gutters are not on the exempt list, Norfolk Island pines are never exempt, and no exemption applies inside a heritage conservation area. Illegal tree work carries fines of up to 1.1 million dollars. That is why gutter guard is usually the lawful answer to a tree that keeps filling the gutters.
What hours can roofers work?
Power tools must not be audible inside a neighbour’s habitable room between 8pm and 7am Monday to Saturday, or between 8pm and 8am on Sundays and public holidays. That sets the earliest a crew can start saws and nail guns on your street.
The short version
Like for like repairs and a change of roof are treated very differently in the Manly town centre and Pittwater Road conservation areas. Check the planning certificate for heritage and bushfire mapping, keep tree work under the 10 per cent rule, and plan noisy work inside the permitted hours.
