A roof coating out here has a harder life than the same coating a few suburbs inland. Salt-laden air, strong UV off the water and wind-driven rain all work at the surface, and on tiled roofs the first sign is usually a chalky, faded finish with moss starting to sit in the shaded southern sections. Painting over that without dealing with it properly is wasted money, because the new coating has nothing sound to hold onto. The preparation matters more than the paint, and on a coastal roof that is doubly true.

Cracked tiles, failed pointing and other faults are dealt with before any coating goes on. Paint does not fix a broken roof.

That is what the assessment is for. Coating goes over a sound roof, so cracked tiles, failed ridge pointing and similar faults get dealt with first. If a roof is past the point where a coating makes sense, we will say so rather than paint over it.

Yes, both are done, but they are prepared differently. On metal we also check the fixings and laps first, since coating over corroded fasteners just hides a problem that keeps going underneath.

Any tiled roof pitched at less than 18 degrees has to have sarking underneath it, whatever the rafter or truss length. On older Sydney houses re-roofed before that rule bit, this is a common reason a tiled roof leaks in wind-driven rain.
AS 2050 governs how ridge and hip capping is bedded and pointed. Flexible pointing compound is what holds the capping as the roof moves; when it cracks and lets go, the capping lifts in wind and water tracks straight into the roof space.
AS 2050, the installation standard for concrete and terracotta roof tiles, applies to roofs pitched at 15 degrees or more. Below that the tile system falls outside the standard and a sheet metal profile is the compliant answer, not more bedding and pointing.

In Paddington skylights are not allowed on the front or side roof planes, any skylight on the main roof is capped at 1.5 square metres, and rear planes are limited to 25 per cent transparent material.
