Australian standards and Code requirements we work to, with the source for each.
NSW work health and safety law requires a safe work method statement for construction work where a person could fall more than two metres. Single-storey gutter and roof work clears that line, which is why the job is planned, harnessed or edge-protected before anyone gets on the roof.

SafeWork NSW reports that most serious and fatal falls happen from roofs, ladders and building edges at four metres or under, and a fall from two metres can kill. A single-storey Sydney house is squarely inside that range.

Observatory Hill has averaged around 1,213 mm of rain a year on records kept since 1858. Everything on the roof, from panels and skylights to gutters, has to keep working through that volume of water and the grit it carries off the surface.

Solar panel cleaning in the Eastern Suburbs has its own rules: heritage areas, salt air and tight access all change how the job is done. Everything below links to the council or standard it comes from, so you can check it yourself.
Woollahra DCP lists concrete roof tiles as intrusive and not permitted in the Paddington conservation area. Only natural slate, short-length corrugated galvanised iron or unglazed terracotta are allowed.
Source: Woollahra DCP 2015, Chapter C1In Paddington skylights are not allowed on the front or side roof planes, any skylight on the main roof is capped at 1.5 square metres, and rear planes are limited to 25 per cent transparent material.
Source: Woollahra DCP 2015, section C1.5.1The National Construction Code puts a home within 100m of breaking surf in the harshest corrosion category. Between 100m and 200m an AZ200 or AM150 coating is required, and only past 1km does the standard category apply. That changes fixings, flashings, gutters and downpipes.
Source: ABCB Housing Provisions (NCC 2022), Table 7.2.2aWoollahra does not allow panels on the roof plane facing the primary street in heritage areas, limits projection to 500mm, and pushes slate roofs to a full application. It also asks for a 300mm setback from roof edges for future maintenance access.

In the Eastern Suburbs it depends on the council and on whether the house sits in a heritage conservation area. Waverley Council lists 17 heritage conservation areas, including Bondi Beach, Charing Cross and Queens Park, where roof material and colour are assessed and most external work needs consent. Woollahra Council’s DCP does not permit concrete roof tiles in the Paddington conservation area, and Randwick treats repainting an already painted surface as maintenance that does not need consent.
Not on every roof plane in the Paddington conservation area: Woollahra Council does not allow skylights on the front or side roof planes there, caps any skylight on the main roof at 1.5 square metres and limits rear planes to 25 per cent transparent material.
Roofs in the Eastern Suburbs corrode faster because many streets sit close to breaking surf, and salt attacks steel sheeting, fixings, flashings and gutters. The National Construction Code puts a home within 100m of breaking surf in the harshest corrosion category, requires an AZ200 or AM150 coating between 100m and 200m, and only applies the standard category beyond 1km.
