Roofs in Coogee

Coogee roofs show how a place of tourism and leisure became a suburb.

Randwick City Council ties that change to the Randwick to Coogee tram line extension of 1883 and the appeal of the beach lifestyle, and the Edgecumbe Estate was first subdivided for homes at auctions in 1915 and 1920. The council planning controls for this stretch of coast note undulating ground and a mix of Federation, Inter-War, Art Deco and mid-century buildings, and name masonry, sandstone, slate and terracotta tiles as the local materials. On the houses that means pitched roofs: hipped and gabled bungalows in the Edgecumbe Estate, and terracotta and slate with some steep gables on the large Dudley Street houses facing Baker and Leete Parks. Some Inter-War flat buildings have flat roofs behind parapets. Each leaks in its own place: ridges, valleys and slipped tiles on the pitched roofs, outlets and flashings on the flat ones.

Heritage conservation areas in Coogee include Dudley Street and Edgecumbe Estate, and part of Moira Crescent, which the Randwick DCP places partly in Coogee and partly in Clovelly. For a home inside them, or a listed heritage item, the DCP requires owners to consult council and get written advice before maintenance or repairs. Where minor roof repairs do not need a development application, a Heritage Exemption Certificate is obtained before work starts. Council asks for a description of the work, plans showing where it is, photos of the current condition and product details, so it pays to have the roof inspected and photographed first.

Frequently Asked Questions

Minor repairs may not need a development application, but you do need to go to council first. The Randwick DCP heritage part requires owners of heritage items and homes in heritage conservation areas, such as Dudley Street and Edgecumbe Estate, to consult council and get written advice before any maintenance or repair work. Where the work does not need consent, a Heritage Exemption Certificate is obtained from council before it starts. Council lists minor repairs to roofing as maintenance that can qualify, and rusty gutters and downpipes swapped for ones that match the original details are on the same list.

We look for a matching tile profile and colour first. The council controls for the Coogee coast name terracotta tiles among the local materials, and on heritage items and contributory buildings the Randwick heritage controls ask for repairs in matching materials. Where a matching tile is hard to find, the DCP suggests moving good tiles from the back or sides of the roof to the front, and using the closest match at the rear. That way the street side keeps its original look.

Federation and Inter-War roofs in Coogee heritage areas

Coogee went from a place of tourism and leisure to a place to live in the early twentieth century, and its heritage areas still hold the houses and flats of that period. Large Federation and Inter-War houses face Baker and Leete Parks from Thomas, Higgs and Dudley Streets, while Inter-War bungalows and flat buildings make up the Edgecumbe Estate at Brook Street and Dudley Street. In heritage conservation areas like these, the Randwick DCP aims to keep the characteristic roof forms and asks for repairs in matching materials.

Hips, gables and steep pitches

In the Dudley Street area the Randwick DCP records traditional pitched roofs, a number of them steeply pitched gables, and the Californian bungalows of the Edgecumbe Estate have hipped and gabled roofs. Terracotta and slate last a long time. What wears out is the bedding and pointing under the ridge and hip caps, and the valleys where two roof planes meet, so those are checked and repaired first.

Flat roofs on Inter-War flat buildings

The DCP records flat roofs, with or without a parapet, on the residential flat buildings of the Edgecumbe Estate, and flat roofs with parapets next to hipped roofs in the Moira Crescent area, which council calls the best grouping of Inter-War residential flat buildings in Randwick City. Water on these roofs usually leaves through a small number of outlets at the parapet. When one blocks with leaves, water sits on the roof and finds the weakest joint in the membrane or flashing, so outlets and joints are the first things to check.

Elevated sites over Baker and Leete Parks

The Dudley Street houses sit on elevated sites with views of the Pacific Ocean to the east and north, and the council controls for this stretch of coast ask for plants that can handle exposed and windy coastal conditions. Wind is what lifts loose ridge caps and drives rain under slipped tiles, so on these roofs the fixing of ridges, hips and edge tiles matters as much as any broken tile.

Original fabric and chimneys

For the Dudley Street area the Randwick DCP lists terracotta tiles and slate roofing and says original fabric is highly significant and should be retained and maintained. On heritage items and contributory buildings the same DCP keeps chimneys, does not allow roofs to be re-pitched for attic rooms, and asks for repairs in matching materials. For a roof repair that means resealing chimney flashings rather than taking the chimney down, and matching tile profile and colour on every patch. Where a change is needed, talk to council before the work is planned.

Questions from Coogee

Is my Coogee home in a heritage conservation area?

It may be. Areas on the council list that take in parts of Coogee include Dudley Street, with houses on Thomas, Higgs and Dudley Streets facing Baker and Leete Parks, Edgecumbe Estate at the corner of Brook Street and Dudley Street, and the Moira Crescent area, which covers Moira Crescent and part of Marcel Avenue and sits partly in Coogee and partly in Clovelly. To check one address, council points owners to the heritage schedule of the Randwick LEP.

Why do some Coogee gutters need clearing more often?

Trees. In the Edgecumbe Estate council records Saw Toothed Banksias, Coastal Banksias and Broad Leaf Paperbarks along the verges, and the Dudley Street houses face palm, pine and fig plantings in Baker and Leete Parks. Leaves and bark from these trees collect in gutters and outlets, so homes near them are worth clearing more than once a year.
