Roofs in Rose Bay

The Woollahra DCP describes the Rose Bay precinct running from the hillside at the neck of the peninsula down to the lowest part of the Rose Bay basin, taking in Lyne Park and the Royal Sydney Golf Club. Its prominent building types are Inter-War detached houses and Art Deco flat buildings.

Under the DCP, Inter-War flat buildings generally have a hipped or gabled tiled roof, with glazed terracotta as the characteristic material and chimneys as an important feature. Its control for these buildings says any repair matches the original roofing in type, profile, colour and materials, and calls concrete tiles and corrugated metal not appropriate. We match the tile, keep the chimneys sound and rebed ridges on their original line.

Rose Bay also has four neighbourhood heritage conservation areas: Balfour Road, Beresford Estate, Rose Bay Gardens Estate and Kent Road. The Beresford Estate houses in Balfour Road are Federation Arts and Crafts, with dominant slate or terracotta roofs and prominent chimneys. In these areas the DCP requires principal roof forms, including pitch, eaves height and chimneys, to be retained, and significant fabric to be renewed in a similar material, terracotta for terracotta. Some maintenance and minor work may not need development consent, but only once council has confirmed that in writing.

For the Rose Bay precinct the DCP also aims to maintain the street and garden tree canopy, and its leaves end up in gutters, valleys and downpipes. On the hillside, where buildings are expected to step with the land, we plan access around the slope first. Our Eastern Suburbs work is fully insured. NSW contractor licence 500439C, held by Sergio Olea.

Frequently Asked Questions

Not always. On the Woollahra side, for a heritage item or a building in a heritage conservation area, council says work of a minor nature or maintenance may not need development consent, but you must notify council and get a written response before work starts. Its examples of minor work include repair of chimneys using traditional materials without altering their size or details. Maintenance, as council quotes it from the LEP, is ongoing protective care that does not remove or disturb existing fabric or introduce new materials, so changing the tile material or the roof form goes beyond it. Council notes a minimum response time of 14 days, so allow for that when planning the job.

No. Rose Bay is split between two councils. The Waverley Council community profile places a section of Rose Bay, on the eastern side of Old South Head Road, in the Waverley Council area, with the rest of the suburb in Woollahra. On the Woollahra side, the section 10.7 planning certificate shows whether a property is a heritage item or within a heritage conservation area. It is worth confirming the council and the certificate before planning any change to the roof.

Inter-War terracotta, Federation slate and heritage areas

Rose Bay runs from curving hillside streets down to the flat valley behind the bay, and it expanded rapidly after the First World War. Inter-War flat buildings and bungalows sit beside Federation houses and newer homes. Woollahra Council lists four neighbourhood heritage conservation areas in Rose Bay, so many repairs have to match what is already on the roof.

Glazed terracotta on Inter-War flats

Under the DCP, the Inter-War flat building roof is generally hipped or gabled and tiled, with glazed terracotta as the characteristic material and chimneys as an important feature. In the Rose Bay Gardens Estate the flats are two to three storeys under hipped and gabled terracotta roofs. Any repair should match the original roofing in type, profile, colour and materials, so we match tiles and rebed ridges on their original line.

Federation slate and chimneys

The Beresford Estate group in Balfour Road is Federation Arts and Crafts, with dominant slate or terracotta roofs and prominent chimneys. In the neighbourhood heritage conservation areas the DCP requires principal roof forms, pitch, eaves height and chimneys to be retained, and council gives chimney repair in traditional materials, without altering size or details as an example of minor work. We refix slipped slates and check chimney flashings on the same visit.

The basin and the hillside

In the basin the DCP describes rectilinear streets and regular lots. On the hillside the streets curve, and Kent Road rises steeply to the knoll in a double bend, forming the western edge of the golf links. Hillside buildings are expected to step with the land, so we plan ladders, access and fall protection around the slope and protect the sandstone garden walls at the street.

Tree canopy and gutters

For the Rose Bay precinct the DCP aims to maintain the tree canopy from street and garden plantings. The Balfour Road heritage area is set in wide tree lined avenues, and Kent Road has street trees of varying species and maturity. That canopy drops leaves into gutters, valleys and downpipes, so regular gutter cleaning, and gutter guard where it suits, keeps water moving off the tiles.

Questions from Rose Bay

Can a terracotta roof in a Rose Bay heritage area be painted?

Check with council first. In its guide to heritage works without consent, Woollahra Council gives painting of a traditionally painted surface as an example of minor work, and excludes terracotta, slate and tiling that were not traditionally painted (see the council guide). For original glazed terracotta we start with repairs and Pressure Cleaning rather than a coating.

Do you also work on the newer homes and flat buildings in Rose Bay?

Yes. Alongside the Inter-War stock, the DCP notes newer residential flat buildings on larger lots, particularly in Spencer and Carlisle Streets, and expects contemporary houses to keep appearing in the low density streets. We handle roof repairs, gutters and Pressure Cleaning on Rose Bay buildings of every age.
